Whats up with our values

What is it about society that deems some forms of entertainment acceptable but other not. For instance in my town prostitution is illeagel but there are tons of massage parlors and strip clubs that do business everyday bu the avreage street walker gets arrested for doing the same as any of these businesses do every hour.

I just wonder what it is about us that say as long as you have a business license everything is ok but if you do not then you go to jail. Seems silly to me that this is the way it is but this is the way it is around here.
